CONSTITUTION AND BYLAWS OF THE ROADRUNNER QUARTER MIDGET ASSOCIATION - Amended March 2008
SECTION A - This organization shall be known as the ROADRUNNER QUARTER MIDGET ASSOCIATION. Referred to as RRQMA as a branch of QMA (QUARTER MIDGETS OF AMERICA).
SECTION B – The purpose of RRQMA is to create and maintain a clean, safe, healthy sport, which may be enjoyed by all family members in a close relationship with good sportsmanship toward all. To teach amateur athletes between the ages of five and sixteen about the proper handling of mechanical devices, coordination, self-reliance, alertness and ability to handle motor-driven vehicles.To have a sense of sportsmanship, and internal strength, developed by impressing ideas of fairness, generosity, a sense of responsibility to oneself as well as the community in general, and hopefully combating juvenile delinquency and community deterioration by recognizing ones accomplishments.
SECTION A - Any person who is interested in the objective of RRQMA may become a member of this organization. Membership shall be open to those desiring to further the purposes of this association. There are two types of membership: Regular – The Members constituting 100% of the voting power at the national and club level. Alternate – Alternate Handlers are not included in the Regular/Family membership and shall have no voting rights. They are covered under the provided insurance.
SECTION B - All members shall take part in the programs as assigned and perform any other duties as needed.
SECTION C - The annual Regular Membership dues will be $125.00. The annual Alternate Handler dues will be $25. All dues are payable to RRQMA with RRQMA writing a club check and forwarding dues to QMA for each membership, and the track insurance. Monies are due when a completed application is received by the club officer.
SECTION D –A member in good standing is defined as being a paid member of RRQMA for ninety (90) days and who has participated in four (4) RRQMA events; not including, judging or scoring duties. (Example: membership meetings, raffles, programs, work parties, concession, and local special events).
SECTION A - TITLES: The Board of Officers of this association shall be a President, Vice President, Secretary, Treasurer, Race Director, Technical Director, Safety Director, Pit Steward, Tower Coordinator and Concession Coordinator.
SECTION B - ELECTION AND TENURE: Officers will serve a term of two (2) years, with the exception of concession coordinator, who shall serve one (1) year. The officers shall be nominated from the floor of the first regular meeting in October with a verbal or written acceptance at that meeting. At the first regular meeting in November, the nominees will be voted on by ballot. Only members present at the November association meeting will be eligible to vote. A majority vote shall be necessary to elect. When there is only one nominee for an office, he/she shall be elected by default. All officers shall take office immediately at the close of the session that they are elected. A quorum shall consist of those members present at any regular or special meeting of the association. Under NO circumstances will absentee voting be allowed.In the case of a tie for any office, the winner shall be determined by the highest card drawn from a 52-card deck.
SECTION C - ELIGIBILITY: Any voting member of the association shall be eligible for election to any office provided that he/she:1. Is in good standing. 2. Is an active member as defined in Article 2, Section C.
SECTION D - VACANCIES OF OFFICE: If any office becomes vacant, the President shall, at the earliest possible date thereafter, order a special election of the membership, for the purpose of filling such office. The member thus elected shall immediately enter upon his/she duties and shall hold office until the next regular election. In the case of the vacancy of the President, the Vice President will assume the Interim responsibilities until a special election of the membership, for the purpose of filling such office can take place. The member thus elected shall immediately enter upon his/she duties and shall hold office until the next regular election.
SECTION E - DUTIES OF OFFICERS: 1. The PRESIDENT shall:A. Preside over all meetings of the association.B. Call special meetings at his/her discretion, subject to the limitations of Article 4, Section B.C. Appoint all committees not otherwise provided for.D. Make provision for the temporary discharge of necessary duties of absent or suspended membersE. In some instances find it diplomatic to waive his/her right to vote. If voting is by ballot he/she has the right to vote regardless of the outcome.F. Become a member of any Special Committee only by vote of the association.G. See that the regulations of the association are enforced.H. Carry out assignments and instructions given to him/her by the vote of the association.
2. The VICE PRESIDENT shall:A. Be an aide to the President and in case of the absence, disability or resignation assume and perform the duties of the President. In case of resignation of the President, the Vice President will assume and perform the interim duties of the President until a special election of the members takes place to fill the vacated position.B. Be directly responsible for publicity, trophies and awards, the opening and closing of the judge's stand and the public address systems for all meets.
3. The SECRETARY shall:A. Keep a permanent record book of the proceeding of all meetings.B. Issue notices of meetings and agendas, after consultation with the President.C. Conduct the correspondence of the club.D. Keep a current list of all members.
4. The TREASURER shall:A. Collect all fees and dues.B. Pay all bills of the club and render an account each month of all receipts and expenditures.C. Take appropriate charge of concession moneys at the end of each race date.D. Submit the books to the association for a semi-annual audit.
5. The RACE DIRECTOR shall:A. Coordinate the time trials and work with the scorekeepers in setting up the races on each race date. He/she will see that the track is in a safe racing condition and all electric timers are in accurate working order. It is the duty of the Race Director to see that alternates are appointed to fill the job of any official who does not appear for a race program. He/she will recommend replacement or changes of racing officials or racing schedules.B. Be in charge of coordinating the activities of the Judges, Pit Steward, Technical/Safety Director, Timers and Scorers and will see that these positions are filled for each race date.
6. The TECHNICAL DIRECTOR shall:A. Be in charge of the Technical Committee to handle the technical affairs of the association (per Rules and Regulations).B. Handle all technical affairs of the association and be responsible to see that all cars meet the QMA Technical Rules.C. Be observant at all times of any possible technical violations.D. Be responsible to the Race Director in seeing that the race track and track equipment are in safe condition.
7. The SAFETY DIRECTOR shall:A. Be in charge of the Safety Committee to handle the technical affairs of the association (per Rules and Regulations).B. Handle all safety affairs of the association and be responsible to see that all cars meet the QMA Safety Rules.C. Be observant at all times of any possible safety violations.D. Be responsible to the Race Director in seeing that the race track and track equipment are in safe condition.
8. The PIT STEWARD shall:A. Post the qualifying times of the cars and post the races as they are set up by the scorekeepers. He/she will inform the car handlers of the position of their car in the line-up gate during timing and racing.B. Be directly responsible for the set up of the timing clock and its proper maintenance.C. Follow the Pit Steward Procedures required by National QMA.
9. The CONCESSION COORDINATOR shall:A. Stock the concession before the race season starts and throughout the racing season.B. Schedule members to work in the concession.C. Oversee the concession during the race.D. Coordinate concession money with the Treasurer at the end of each race date.E. Oversee the year-end closing of the concession.
10. The TOWER COORDINATOR shall:A. Organize direct and execute the operations of the scoring tower.B. Have responsibility to see that, related QMA approved standardized scoring procedures is followed. C. Make sure all tower personnel is in place for each race: Judges, Scorers, Lap Turners etc. D. Shall execute the wishes of the Race Director in regards to: order of racing, number of laps, judging assignments etc, as these things apply at local racing events. E. The tower coordinator has the responsibility to inform the judges when a call is being made that is being made in violation of QMA rule or scoring procedures, that there is a discrepancy. Once the judges have reached their decision the proper lineup must be created. Proper lineup is created by QMA rules and procedures. To make sure lineups are correct, in correct order, DQ"s, DNF etc. Make all announcements for all lineups, calls and finishes.
SECTION F - BOARD OF OFFICERSThe board shall have the power and authority to enforce all Rules and Regulations as set forth in these by-laws and to conduct association business in the event of an emergency. An officer temporarily unable to perform any duties as specified in Section E shall provide adequate notification to the Race Director (if a race meet is involved) or the President. Five officers shall constitute a quorum at all officer meetings.
SECTION G - REMOVAL OF OFFICERSAny officer may be removed for cause by a majority vote of the active members.
SECTION A - GENERAL MEETINGSThe purpose of the general meetings shall be to transact the business of the association. A general meeting will be held on the first Wednesday of each month.
SECTION B - SPECIAL MEETINGSThe President of the association may call a special meeting when, after consulting the other officers, is convinced that the need is sufficiently urgent. Special meetings will be held directly before the next race meet or at another appropriate time with prior notification to all members.
SECTION C - ORDER OF BUSINESS In all regular meetings of the club the order of business shall be as follows:1. Call to Order.2. Reading of minutes of the last meeting and their approval.3. Reports of Special Committees.4. Unfinished business.5. New Business.6. Adjournment.
SECTION A - Any member of RRQMA may be suspended if found guilty of any violations of the QMA or RRQMA Rules and Regulations and/or violation of QMA Code of Conduct.
SECTION B – For the purpose of Code of Conduct Procedures a member is defined as, a person who has signed the QMA application and RRQMA has submitted the form to National on their behalf. If a member's actions result in permanent suspension from RRQMA, QMA will be notified of the proceedings.
SECTION C - Any member may be suspended from RRQMA for actions or activities detrimental to the objective and purposes of this organization. Any action taken on permanent suspension of any member will be decided by a majority vote of the members present at a regular or special meeting with written notification prior to the meeting.
SECTION A – The By-Laws of the club and any amendments thereto shall be subject to the approval of the National Board of Directors and shall not become effective until so approved. The Constitution and by-laws of the association may be amended at any regular meeting of the club with a majority vote, provided a copy of such By-Laws or amendments thereto is sent to every member of the club.
SECTION A - Approval of a racing schedule shall be made by the Board of Officers. The approved race schedule will remain unchanged throughout the racing season barring any extenuating circumstances. President RRQMA 2008
